Essentially its a web spam update, any website that Google considers has used what they class as elicit methods to enhance their websites ranking simply gets penalized and there ranking is reduced.
This affects sites which have too much Search Engine Optimization (SEO) and any websites which have been built around a domain name using the same keywords to elevate their rankings.

Penguin update is the latest Google update affecting sites with a severe lack of natural links. They say it’s the same update (with some improvements) that Google first released by the name ‘Overoptimization update’ and then the Webspam update.

After Google Panda now it’s time for Google Penguin to changing changing the search rankings around the web. This update to Google’s algorithm was rolled out a couple of days ago, and it’s main purpose is to make Google be able to recognize and punishes web spam more effectively.

That means you are following googles rules correctly !

Google Penguin is new algorithm thats against the web spam. Too many keywords should be avoided using in one page.
