Well Im not familliar in buying domains from a person rather than a company. do people usually pay moree for the ones they like that someone has registered and then they pay the yearly fees ontop of that?
How it works is a lot of times people don't want a domain anymore for some reason. There are also other people (like me) who buy and sell domains, trying to make a profit - like being a domain "broker".
People will pay you money to have a domain that you own. When they pay you, you can transfer that domain into their account (provided they have an account that is on the same domain registrar), and then they own the domain - they maintain it, and yes pay the yearly fees, etc... because it is theirs.

Must Say .tv isn't hot on the market because alot of favorite registrars cost in the $50 range to renew, but its a fine name. www.coolcash.info is much better in my opinion. I'm sure for the right end buyer you could seek $10-$50 for it.
